Les pôles d’équilibre territoriaux et ruraux, créés par loi du 27 janvier 2014, ont vocation à être un outil de coopération entre EPCI sur les territoires situés hors métropoles, ruraux ou non. Ils sont en quelque sorte le pendant des pôles métropolitains.
